A Study on the Economic Feasibility Analysis of Water Treatment Method Considering ‘Nature Based Solution’

Abstract

This paper introduces a ‘Nature based Solution’ that improves water quality and stores carbon by installing simple facilities, and presents an economic feasibility analysis method. Water quality improvement benefit was calculated by applying the replacement cost approach to sewage treatment facilities. The carbon reduction benefit was calculated by multiplying the sum of the amount of carbon avoided during the pollutant treatment process of the sewage treatment facility and the amount of carbon absorbed during the photosynthesis of poplar by the trading price of carbon credits. The BOD treatment amount of NbS for 20 years was analyzed to be 141.35 kg and the carbon reduction amount was 89.9 CO2 ton. As of 2021, the benefit/cost ratio was 1.231, and the net present value was KRW 11.53 million. If water treatment technology using NbS is applied instead of a small-scale village sewage treatment facility, in addition to water quality improvement and carbon reduction at a low cost, energy saving, landscape improvement, odor reduction, and visual appearance of disgusting facilities Various effects such as relaxation can be obtained.

본 논문에서는 수림대의 하부에 간단한 시설을 설치하여 수질개선 기능을 향상시킨 ‘자연기반해법(Nature-based Solution, NbS)’을 소개하고, ‘영주 대율 사례’를 대상으로 경제적 타당성 분석 방법을 제시하였다. 편익은 수질개선 효과와 탄소 저감 효과를 대상으로 하였다. 수질개선편익은 하수처리시설을 대체시설비용법에 적용하여 산정하였다. 탄소 저감 편익은 기존 하수처리시설 운영 시 오염물 처리 과정에서 발생하는 탄소 방지량과 수림대의 광합성 과정에서 발생하는 탄소흡수량의 합에 탄소배출권 거래가격을 곱하여 산정하였다. 분석 결과 20년간 자연기반해법을 통해 BOD 처리량은 141.35kg이 처리되었으며, 탄소저감량은 89.9 CO2 ton으로 분석되었다. 사업 종료 시점에 원목 가치를 고려한 2021년 기준 총편익은 61.46 백만 원, 총비용은 49.92 백만 원이며, 편익/비용 비율은 1.231, 순현재가치는 11.53 백만 원(현재가치)으로 도출되었다. 이러한 결과는 자연기반해법이 대규모 하수처리시설을 완전히 대체하기는 어려우나, 소규모 마을이나 농촌 지역의 하수처리시설을 대신하여 적용한다면, 적은 비용으로 수질개선효과와 탄소저감효과 외에도 에너지 절감 효과, 경관개선 효과, 악취 감소 효과, 혐오시설의 시각적 완화 효과 등을 얻을 수 있을 것으로 생각된다. 이러한 결과는 자연기반해법이 기후변화 대응과 지속 가능한 물환경 관리를 위한 유효한 방안이 될 수 있음을 시사한다.
